A woman riding in the passenger seat of an SUV driven by Young Buck was shot in the shoulder early this morning when another car drove alongside and opened fire, but the rapper was unharmed ... this according to a local report. The woman was treated and released according to WSMV in Nashville, TN. There was a third passenger in the vehicle who was also not injured. The shooting occurred at approximately 3:30 AM, police told the television station. Young Buck is from the area and was reportedly back in town for a music project.

POLICE investigating the Hells Angels have launched a new taskforce amid fears a full-blown bikie war will explode in Kings Cross. The Sunday Telegraph can reveal the operation, code-named Strike Force Cheviot, was set up after 40 to 50 members of the Hells Angels descended on the red-light district last month. Police believe the "unprecedented" act may have been designed to send a message to rival bikie group Nomads, which have long controlled security in the area. Detective Superintendent Arthur Katsogiannis, commander of the NSW Gangs Squad, said police had been watching the situation closely since the February 5 incident. "Yes, we are aware and monitoring the situation with what happened at Kings Cross that night with the Hells Angels", Mr Katsogiannis told The Sunday Telegraph. "It was an unprecedented act from the Hells Angels and that's why it's important the Gangs Squad involved ourselves from the beginning. "Safety of the community is our top priority and we will not be allowing any OMCGs (outlaw motorcycle gangs) to carry on with that type of behaviour". Police are investigating a possible outbreak of violence between the Nomads and the Hells Angels, who have been on an expansion and recruitment drive for months around Sydney. It is one of several lines of inquiry being probed by Cheviot detectives. They are also looking at a credible allegation that Hells Angels members went to Kings Cross to confront a member of the Nomads clan who works in the area. The man, who for legal reasons cannot be named, was formerly a member of the Hells Angels but "patched over" several months ago. Since then he has been performing unofficial security tasks for nightclub premises in Kings Cross, including venues aligned with local identity John Ibrahim. Law enforcement sources said when the Hells Angels descended on the nightspot they arranged themselves across the road from a club where the man was believed to be working, and demanded he come outside. "That forms part of several lines of inquiry we are looking at," Mr Katsogiannis said, adding that officers from Strike Force Raptor were patrolling Kings Cross on the night of the incident and quelled the situation. "If they (Raptor police) didn't intervene at the time, it could have been a lot worse". Police have connected the Nomads member with some of the recent shootings across southwestern Sydney, all of which are under investigation. In November, The Sunday Telegraph revealed the individual was the target of a drive-by attack at an Oporto restaurant in Merrylands, which occurred two days after he was released from custody. Mr Katsogiannis said Strike Force Cheviot officers, would continue weekend patrols of Kings Cross to prevent any outbreaks of violence for "as long as it takes".

Pat McCadden hasn’t been seen at the Marbella mansion for weeks and his cleaner has told callers he has moved to South Africa. The convicted drug dealer – nicknamed Pat the Rat – is said to be living in fear after a bootleg tobacco deal turned sour. Underworld sources claim McCadden is wanted by a Russian gang who claim he ripped them off in a plan to smuggle cigarettes and tobacco to Ireland. One said: “McCadden is terrified. He has been missing for weeks and has only spoken to his cleaner. “He struck a deal with some Russians to smuggle tobacco into Ireland but they accused him of ripping them off. Now he’s been told there is a price on his head. “He has told her to tell anyone who calls that he has moved to South Africa.” No one answered the door when the Sunday Mail called at McCadden’s mansion last week. McCadden was in jail for almost seven months before being released on bail while a judicial probe continued. But a judge dismissed the case against the Glaswegian after witnesses failed to identify him and there were also problems with DNA evidence. A new anti-fraud plan also includes alerts for contraband tobacco and the Secretary of State for Hacienda, Miguel Ferra, says they expect to recover 8.171 billion more from the measures. Hacienda has been told it cannot take on staff but it can substitute one in ten of the retirees. The number of inspections on elite sportsmen will go up by 14%, there will be greater control on house rental and undeclared businesses, using evidence of electrical consumption. Hacienda is also looking more closely at people who declare themselves insolvent when they are not, when they hide their assets. The use of preventative embargoes is to be extended, and offenders who fail to pay their debts to the fiscal face prison. Hacienda has established also new agreements with fiscal authorities in Switzerland, Andorra, Pánama, Bahamas and the Dutch Antilles.

Nasir Khan had a successful accessories business, a jet-set lifestyle and reputation as a pillar of the community. But all that vanished in December when he was jailed for his part in a £250m VAT fraud. Jasper Jackson discovers how a 10-year investigation by HMRC led to his downfall At the start of 2001, Nasir Khan was the owner and managing director of a moderately successful accessories business called The Accessory People, which had an annual turnover of £13 million. By the end of that year, however, he was knee-deep in a £250 million VAT fraud involving the import and export of mobile phones. Khan’s journey from businessman to criminal finally ended at Southwark Crown Court fi ve days before Christmas last year, when he became the 15th member of a pan European criminal gang to be jailed for the fraud. Khan got nine years behind bars for money laundering in the last of six trials that resulted in the 14 other defendants being convicted of defrauding the public purse. The gang was sentenced to a total of almost 100 years in prison. The convictions were the culmination of a 10-year investigation by HM Revenue and Customs (HMRC) into a complex web of criminal activity linked to Khan and his associates that encompassed more than 200 companies in the UK, Spain and Holland and bank accounts holding millions of pounds tucked away in Hong Kong, Dubai and Pakistan. Among those convicted for their role in the scam were a drug smuggler, a former used car salesman and a fish and chip shop owner. According to HMRC, Khan and his 14 associates launched their fraudulent operation in June 2001 as the market for mobile accessories went into decline. The fraudsters embarked on a complex version of ‘missing trader’ VAT fraud known as ‘carousel fraud’ because it involves goods passing into and out of a country through a string of companies. The fraudsters would set up a UK company to import goods from the EU, on which it didn’t pay VAT. It would then sell them on to another company in the UK, charging VAT on the sale that should have been paid to HMRC. The second company would in turn sell on the goods to an intermediary controlled by the gang, in order to put distance between the original company and the end of the chain. This process would be repeated a number of times through so-called ‘buffer’ companies in order to disguise the fraud. Eventually, a UK-based firm in the chain would sell the goods to another EU firm outside the UK without charging VAT. Because the fi rm exporting the handsets had paid VAT when buying from firms further back in the chain, it was entitled to collect a refund from HMRC. However, the UK company at the very beginning of the chain would disappear without ever paying the VAT it had made on the first sale and other firms along the chain would also, covering the tracks of the fraudsters in the process. In some cases, the goods themselves would only notionally have the value that was being paid for them, with freight companies brought into the fold to provide seemingly legitimate records of transportation. The process would carry on indefinitely, with the goods that left the country later being reintroduced to the UK. Khan’s firm, The Accessory People (TAP), was one of the buffer firms involved in the scam, and he made huge sums of money helping to launder the proceeds of the carousel fraud. In the space of just two years, between 2001 and 2003, TAP’s turnover rose from £13 million to £219 million. Khan became hugely rich as a result, buying luxury apartments in the Putney Wharf and Chelsea Harbour developments on the Thames in London, as well as properties in Spain and Gibraltar. He also bought a luxury boat. Khan even donated £34,000 to Crimestoppers under the name Nasa Khan. Khan has now had £15 million of his assets frozen as HMRC tries to recoup some of the money lost to the fraud.

Two senior Scotland Yard officers who dismissed the true scale of phone hacking at the News of the World had a close relationship with some of its journalists who were later arrested for alleged crimes at the paper, the Leveson Inquiry heard yesterday. John Yates, the Met's former assistant commissioner, had eight meetings with Neil Wallis, the paper's deputy editor until 2009, between 2009 and 2010, six while he was looking into alleged phone hacking at Mr Wallis's former paper – none of which was declared in the Metropolitan Police's register of hospitality. Mr Yates also had several meetings with NOTW crime editor, Lucy Panton. Andy Hayman, the assistant commissioner with oversight of the hacking inquiry in 2006, Operation Caryatid, which prosecuted only the paper's royal editor and its private investigator despite much wider evidence of wrongdoing, also had evening engagements with Mr Wallis and Ms Panton. After the Met launched fresh investigations into the paper, detectives arrested Mr Wallis in July 2011 on suspicion of phone hacking and Ms Panton in December 2011 on suspicion of police corruption. In a day of evidence highlighting the intimate professional and personal connections between senior Met staff and Rupert Murdoch's tabloid, the inquiry disclosed the meetings from notes they had made in their Scotland Yard diaries. The inquiry asked Mr Yates about an email sent by the NOTW's news editor James Mellor to Ms Panton, the crime editor, on 30 October 2010, asking her to find out more from him about a bomb found in a printer cartridge on a cargo aircraft. Mr Mellor wrote: "John Yates could be crucial here. Have you spoken to him? Really need an excl [exclusive] splash [front page] line so time to call in all those bottles of champagne..." Robert Jay, QC, the Leveson Inquiry's counsel, was particularly interested in meetings between Mr Wallis and Mr Yates, who in July 2009 decided not to reopen Scotland Yard's investigation into phone hacking after spending several hours reviewing the progress of the investigation carried out three years earlier. His diary showed a close connection to Mr Wallis. On 3 June 2009, for instance, he had a "private appointment" with Mr Wallis, the property developer Nick Candy and the PR entrepreneur Noel Redding at an Italian restaurant in London. In September 2009 – while Mr Yates was beginning to look afresh at the hacking inquiry following new disclosures in The New York Times – he again met Mr Wallis (who had by then left the paper) at the Mayfair restaurant Scotts. Among many other meetings with the NOTW's staff, Mr Yates had dinner with its editor, Colin Myler, and Ms Panton at the Ivy Club, private rooms above the famous theatreland restaurant in London, on 5 November 2009. Giving evidence by video link from Bahrain, where is he helping organise its police force, Mr Yates said Mr Wallis was "certainly a good friend" and had not declared the meals and drinks because they were "private engagements" for which he sometimes footed the bill. He added that he could not have known at the time that Mr Wallis, the deputy editor of the paper in 2006 at the time its royal editor, Clive Goodman, was arrested for phone hacking, would later become a suspect. Mr Goodman and the NOTW's private investigator Glenn Mulcaire were jailed in January 2007 for intercepting the voicemails of a total of eight people – whereas police now suspect other NOTW staff were involved and that the total number of victims will be 829. The inquiry produced minutes of a briefing from Scotland Yard on 9 July 2009, which indicated that Mr Yates may not have been told about the full scale of the evidence seized by police from Mr Mulcaire in 2006. One sentence read: "No evidence to support wider phones had been intercepted." Mr Yates denied that he had "been plied with champagne by Lucy Panton", but agreed he had drunk champagne with her. Mr Hayman, who was the senior counter-terrorism officer in 2006, dined with Ms Panton on 8 November 2005 and met her again at Scotland Yard on 11 November that year. Mr Maranchuk said he had never heard of Daniel Morgan, or his employers, Southern Investigations, under after his murder. Leveson: I will stop more leaks Lord Justice Leveson has criticised leaks from his inquiry, which may include the revelation that Scotland Yard loaned a horse to former News International chief executive Rebekah Brooks. The defence editor of the Sun newspaper was arrested today on suspicion of paying public officials for information. Virginia Wheeler, 32, appeared at a south London police station by appointment to answer questions related to evidence sent by News Corporation's management standards committee to Scotland Yard. Sun publisher News International confirmed Ms Wheeler had been arrested in an email sent to its staff. A Metropolitan Police spokesman later confirmed a 32-year-old woman had been bailed to a date in May. Ms Wheeler had been abroad on extended leave in recent months, a source said. Police are understood to have wanted to question her for several weeks. She becomes the 23rd person to be arrested by officers working on Operation Elveden. Ms Wheeler is The Sun's first female defence editor and reported from the front line in Libya last year. The arrest was made under the Prevention of Corruption Act 1906 on suspicion of aiding and abetting misconduct in a public office (contrary to common law) and conspiracy in relation to both offences. Operation Elveden - which runs alongside the Met's Operation Weeting team - was launched as the phone-hacking scandal erupted last July with allegations about the now-defunct News of the World targeting Milly Dowler's mobile phone. It has now widened to include suspected corruption involving public officials, as well as police officers. A Met Police spokesman said: "Detectives from Operation Elveden have today arrested a 32-year-old woman by appointment on suspicion of corruption under the Prevention of Corruption Act 1906 and aiding and abetting misconduct in a public office (contrary to common law) and conspiracy in relation to both offences." Ms Wheeler's arrest in connection with Operation Elveden follows those of 10 other former or current employees at The Sun. District editor Jamie Pyatt, 48, was the first to be arrested in November, while senior employees Chris Pharo, 42, and Mike Sullivan along with executives Fergus Shanahan, 57, and Graham Dudman were detained in January. The tabloid's deputy editor Geoff Webster, picture editor John Edwards, chief reporter John Kay, chief foreign correspondent Nick Parker, and news editor John Sturgis were then arrested last month. A serving member of the armed forces, a Ministry of Defence employee and a Surrey Police officer have also been detained in connection with the investigation. All were later bailed pending further inquiries. Their arrests led The Sun's associate editor Trevor Kavanagh to launch an attack on police, claiming his colleagues had been treated like "members of an organised crime gang". Former News of the World crime editor Lucy Panton, who is married to a Scotland Yard detective, was also arrested as part of the investigation into the paying of police officers in December. Others questioned as part of the inquiry include former News International chief executive Rebekah Brooks, ex-Downing Street communications chief Andy Coulson, former News of the World managing editor Stuart Kuttner, and the paper's former royal editor Clive Goodman. The latest arrest comes as former police chiefs were giving evidence at the Leveson Inquiry today. Two men from Essex accused of attempted murder in Spain have returned to England. Kyle Thain, 24, and James Harris, 29, had been in Spain for the past seven months after being accused of attacking two men in an Alicante bar in July 2011. The pair, both from Southend, were held in a Spanish prison for four months without charge. They have now been allowed to return to England on strict bail conditions. Mr Harris returned to the UK on Tuesday and his friend Mr Thain arrived at Stansted Airport on Wednesday evening. New lawyer As part of the conditions of their return to the UK, both men must sign in at the Spanish consulate in London twice a month. Speaking before her son Mr Thain's arrival, Sharon Harris, said: "I am so excited and nervous at the same time. "I still can't believe it. I won't be happy until I've got my arms around him at the airport." Both men have protested their innocence and have said they can prove they were elsewhere at the time of the attack. They were released from jail in November and given their passports back after each paid £6,000 in bail, but were told they could not leave the country. A new lawyer has now negotiated their return home. Pablo Sebastian, a Spanish lawyer working in Alicante with offices in Hadleigh in Essex, has been helping the boys' families secure their release. "We are very relieved to have them home," he said. "It is an improvement because they are back with their friends, family and at their jobs." 'Lives disrupted' Mr Sebastian said the men's "impeccable behaviour" while on bail in Spain had persuaded the Spanish judge to allow them back to the UK. It is thought the men's families have paid about £25,000 to cover travel, accommodation and legal costs since the pair were arrested. The men must now wait to hear if they must return to Spain for a trial. Richard Howitt, MEP for the East of England, is now calling for a change in European law to ensure minimum standards of justice across all member states. "The idea they have been several months in prison, outside the country and suffered such a huge financial loss is unacceptable," he said. "If we had a system whereby you respect and uphold each other's system of justice, then Kyle and James could have come home seven months ago. "But their lives have been totally disrupted, as have their families', which is why we need better standards of judicial co-operation at European level."

Gang murdered drug dealer then blew up his house

Drugs gang executed one of their dealer's and then blew up his house to cover-up the murder, a court heard this afternoon. Colliston Edwards, 38, of no fixed address and Andre Johnson, 25, also of no fixed address are accused of shooting Leroy Burnett, 43, after he kept back some of their money from drugs deals. Max Walter, 21, of no fixed address was then recruited by the pair to blow-up his house in Crichton Road, Battersea the Old Bailey heard. Mr Burnett was allegedly a low level drug supplier, who dealt drugs in Wandsworth Road and the Nine Elms area on behalf of Edwards. Edwards, whose street name is Lousy, was allegedly a drug dealer who commuted between Doncaster and South London and worked in a team with Johnson, known as Tallman. The court heard that Lousy had two mobile phones and gave out the numbers to his customers, travelling to their homes to sell the drugs. He allegedly expected Mr Burnett to carry out sales and look after his phones whilst he was away in Doncaster, but problems arose when Mr Burnett started miscounting money owed to him. The deaths were initially recorded by pet owners in Andalucia, Murcia and Alicante, but new reports have claimed that similar cases have been found along the Costa del Sol. Several pet owners insisted that the deaths were caused after their pets ate the own label product, and following intense pressure, Mercadona has removed two variants of the ‘Compy’ range from select stores. The chain said it is now studying whether there indeed is a connection between the product and the deaths. It would not comment on whether the problem was caused by a recent shift in packaging of the product from tins to cartons. Mercadona added: “At this stage we have only removed the product as a precaution and we are waiting for the results of the analysis. We do not know with any certainty if the food is to blame”.

Jurors convict two men of first-degree murder in shooting death near Delray Beach

A jury convicted two men of first-degree murder Tuesday in connection with the 2007 shooting death of John Blazevige, whose body was found outside his still idling pick-up truck near Delray Beach. It took three days for jurors to return the verdicts against Michael Marquardt and Louis Baccari at the end of the week-long trial. At times they seemed entrenched into two separate camps, but in the end they made the unanimous decision to return the convictions on murder and armed robbery for each man. "We were surprised, and disappointed," Baccari's defense attorney Andrew Strecker said. "We thought for sure it would have been a hung jury." More puzzling, Strecker said, were the jury's findings in their verdict. For example, they found that Baccari, the alleged triggerman, had not used a firearm during the robbery of Blazevige, but they convicted him of armed robbery anyhow. Prosecutors Sherri Collins and Aaron Papero built their case largely on the testimony of Antonio Bussey, who deputies originally said was responsible for the killing. His DNA was found on the murder weapon, but he told deputies that Marquardt had made him touch the gun after Baccari shot Blazevige during a bad drug deal, telling him that they were "all in it together." Bussey made a deal with prosecutors and pleaded guilty to second-degree murder in exchange for a 21-year sentence. Hours before they returned the verdicts Tuesday, jurors asked to hear Bussey's testimony again. Baccari's and Marquardt's attorneys Strecker and Scott Skier asked Circuit Judge Jeffrey Colbath to also allow jurors to hear their entire cross examinations of Bussey, but the judge ruled that jurors only needed to hear a small portion of it. Colbath also denied defense attorneys' subsequent requests for a mistrial. Baccari's relatives outside the courtroom described him as a warm-hearted person and said they were convinced there was no way he would ever harm Blazevige, who had been his longtime friend and formerly lived in West Palm Beach. Prosecutors had said that Blazevige was addicted to prescription drugs and had met Baccari, Marquardt and Bussey to buy pills when he was killed. But defense attorneys, along with Baccari's family, say Bussey made a deal with prosecutors even though he knew he was the one who killed Blazevige in order to avoid the life sentences both Baccari and Marquardt will now inevitably receive as result of their convictions. Colbath set sentencing for Marquart, a landscape company owner who lived in Boynton Beach, and Baccari for April 2.

The problem with the INCB report is that the wording is unclear. It gives the impression that its comments on no-go areas could apply equally to all of these cities. But it should have been more careful in specifying which ones it was referring to. The cities in Central and South America have more extreme problems which come from bigger social inequalities. They are dramatically more affected by crime and health problems. For example, in the past few years in Rio there have been repeated attempts to crack down on the areas controlled by violent drug markets. For a while these places were no-go zones. But authorities have acted in a militaristic fashion in the past year as they prepare for the World Cup.

They will get the sort of governance of those areas.” Prof Ghodse called for such communities to be offered drug abuse prevention programmes, treatment and rehabilitation services, and the same levels of educational, employment and recreational opportunities as in the wider society. A bank in the UK has been forced to pay more than half a billion pounds in tax which it had dodged by using "highly abusive" tax avoidance schemes. One tax dodge involved the bank claiming it should not have to pay corporation tax on profits made when buying back its own IOUs. The government said it would change the law retrospectively and immediately to stop anyone else using the scheme. The identity of the bank has so far not been revealed. Announcing the crackdown, the Exchequer Secretary to the Treasury, David Gauke, said the bank should never have devised the schemes in the first place. "The bank that disclosed these schemes to HM Revenue & Customs (HMRC) has adopted the Banking Code of Practice on Taxation which contains a commitment not to engage in tax avoidance," he said. "The government is clear that these are not transactions that a bank that has adopted the code should be undertaking. "We do not take today's action lightly, but the potential tax loss from this scheme and the history of previous abuse in this area mean that this is a circumstance where the decision to change the law with full retrospective effect is justified," he added. The second tax avoidance scheme, designed by the same bank, involved investment funds claiming that non-taxable income entitled the funds to tax credits that could be reclaimed from HMRC. The Treasury described this as "an attempt to secure 'repayment' from the Exchequer of tax that has not been paid". Compulsory notification A Treasury source suggested that outlawing the tax dodges immediately would save the government a further £2bn in tax that would otherwise have been foregone. The bank in question in fact disclosed the two schemes to the tax authorities under rules which have been in place since 2004. Anyone, such as a bank, accountant, lawyer or tax adviser, who devises a seemingly legal tax avoidance plan, is obliged to tell the tax authorities about it within a few days of using it or marketing it to clients. More than 2,000 schemes have been disclosed in the past eight years. "Quite a few of the disclosures have come from banks in the past," said John Whiting, of the Chartered Institute of Taxation (CIOT). "They are usually intended to sell to others such as clients." New code The banking code on taxation was first introduced by the Labour government in June 2009. It followed reports that some big banks used large scale tax avoidance schemes involving complex transactions and financial instruments. The code - which was supported by the incoming coalition government the following year - demands that banks which sign ensure that their tax and the tax obligations of their customers are observed. It says they should not go out of their way to avoid tax for themselves or clients. The 15 biggest banks operating in the UK have signed up. 'Treated even-handedly' In a separate development, HMRC said it would appoint a senior official to act as an "assurance commissioner" for any tax deals struck with big companies for more than £100m. The job of the commissioner will be to make sure taxpayers in general do not suffer from any such settlements. The move follows severe criticism last December from MPs on the public accounts committee who denounced HMRC for appearing to cut contentious tax deals with companies such as Vodafone and Goldman Sachs. Ukrainian security officials have refused to confirm the arrests were part of a plot to assassinate Mr Putin. But the Russian prime minister's press secretary, Dmitry Peskov, told the BBC that the report was correct: "this was absolutely a plot to kill the prime minister." The attack was to happen after next Sunday's presidential vote, the report said. Mr Putin is expected to win the election and get a third term as president. Thanks to the disastrous euro, his country is sliding remorselessly towards bankruptcy and disintegration. Modern Greece is an economic corpse, kept on life support by Germany and France, who fear the euro will be destroyed if they admit the truth. Last week's £110BILLION bailout was not aimed at rescuing the Greek people. It was to save the euro from total collapse. Yet the country seems doomed to another historic crisis as disastrous as the German occupation, a bloody civil war and years of military rule. "What we risk today is anarchy, the collapse of society and a breakdown in law and order," says Mr Chrysanthopoulos, 66. "We have more than 20,000 homeless families in Athens alone. "There are food lines for the hungry, which have not been seen since the Second World War. "Penniless pensioners are begging in the streets. People are bartering for essentials, living hand to mouth." Sooner or later they will be thrown out of the euro — the greatest peacetime catastrophe in the history of Europe. Hatred seethes against Germany, which in 1942 reduced Greece to starvation and slavery during its brutal Nazi occupation. A Greek radio station has just been fined for describing German Chancellor Angela Merkel as a "dirty Berlin slut". Nazi resistance fighter Manolis Glezos, now 89, says Germany plundered Greece for the equivalent of £138billion in the 1940s. "They grab us by the throat for the debt — let's do the same to them for the reparations," he says. Germans hit back, branding the Greeks "idle swindlers". They claim nobody pays tax because bandit politicians steal their money. The insults are fuelling precisely the nationalistic antagonism that sowed the seeds for two world wars — and which the EU was created to eliminate forever. Germany and France, who must accept the blame for allowing Greece into the euro at all, are terrified of contagion. People will take only so much belt-tightening austerity. More revolutions have been triggered by oppressive taxes than anything else. The drive for ever closer political and economic union and the end of national rivalry was aimed at ending war in Europe. Oxford Street in London's West End was revealed to be the shopping destination surrounded by the most crime. During 2011, there were 656 vehicle crimes, 915 robberies and 2,597 violent crimes within three quarters of a mile of the Oxford Street branch of John Lewis. There were also 5,039 reported instances of anti-social behaviour – equivalent to 14 a day. High streets and shopping centres in Bristol, Brighton and Derby also featured in a top 10 of crime hot spots, according to the website ukcrimestats.com. A spokesman for the New West End Company, which represents Oxford Street traders, said: "We need to remember that this is an area with extremely high footfall, with over 200 million visits a year. This data needs to be seen in context. "Oxford Street has seen an overall reduction in crime over the past 10 years, with our lobby for harder sentencing on crime having a positive impact." The Croydon postcode CR0 was found to have the highest number of crimes reported last year, with 5,000 more than any other postal area. The south London suburb was the scene of some of the most severe rioting last summer. During 2011, 2,081 burglaries, 3,258 violent crimes and 8,316 instances of anti-social behaviour were reported in the CR0 postcode district. Why the Vatican allowed a top mobster to be buried in Sant’Apollinare has been a source of furious speculation since 1997, when the resting place of De Pedis — gunned down seven years earlier — was first revealed. The answer taking shape looks like something bestselling author Dan (The Da Vinci Code) Brown would have had trouble dreaming up. The story goes back to the 1980s and includes money-laundering allegations against the Vatican’s bank, the attempted assassination of the late Pope John Paul II, the murder-suicide of two Vatican Swiss guards, and the widely publicized kidnapping of a teenage girl. The shocking tale’s many threads began meshing in the mid 2000s. They were revived this week by the latest in a series of leaks that have rocked the Vatican — leaks observers believe are the result of an internal power struggle, one that has fuelled speculation about jostling to succeed Pope Benedict XVI. This time, a January letter from Rev. Federico Lombardi, the Vatican’s spokesperson, has made its way to the media. The three-page letter, revealed by a program on the state-owned Rai Tre channel, focuses on the kidnapping of Emanuela Orlandi, a 15-year-old Vatican City resident who disappeared in 1983. She was last seen leaving her regular piano lesson outside the Vatican City walls. Her father was a clerk in the office organizing papal events. Last summer, a former member of De Pedis’ infamous Magliana gang, Antonio Mancini, was interviewed by La Stampa newspaper after spending years in jail. He said De Pedis had loaned the Vatican a huge sum of money. There is speculation it was to help fund Solidarity, the 1980 democracy movement in Poland, John Paul’s homeland. Mancini said Orlandi was kidnapped to pressure the Vatican when some of the money wasn’t returned. De Pedis’ girlfriend had said similar things a few years earlier. At the time, the Vatican was the main shareholder of Banco Ambrosiano, which had gone bankrupt. Roberto Calvi, Ambrosiano’s head, was found hanging from a London bridge in 1982. Mancini said part of De Pedis’ peace deal with the Vatican included burial in Sant’Apollinare, a church built in the 18th century and now run by the ultra-conservative Opus Dei movement. Church officials say De Pedis was buried there because he helped the poor. They’ve had less to say about the ruthless, Rome-based gang he headed. In January, Orlandi’s brother led a demonstration in front of the church, demanding the tomb be opened. Since an anonymous call to Rai Tre in 2005, there has been talk of it perhaps containing evidence of Orlandi’s disappearance. The Orlandi family wants to know if the body in the tomb is indeed De Pedis’. In his letter, Lombardi alludes to the rumours, according to excerpts released by Rai Tre. He also notes the cardinal in charge of the basilica has said he’s willing to have the tomb opened. “I don’t understand why this hasn’t happened yet,” Lombardi writes. Lombardi then discusses the Vatican’s refusal to help Italian police on some aspects of the Orlandi kidnap investigation. He wonders “if the non-collaboration with the Italian authorities . . . was a normal and justifiable affirmation of Vatican sovereignty, or if in fact circumstances were withheld that might have helped clear something up.” Reached by the Star, Lombardi laughed when asked about the letter. “You don’t have anything more important to write about?” he said. “I’ve had enough of this story. It seems like such a secondary thing to me that I have no comment to make.” Earlier leaks of Vatican documents included recent private letters to the Pope complaining of corruption and cronyism in the awarding of contracts. Other documents emerged reigniting allegations of money-laundering at the Vatican’s bank. Finally, a bizarre confidential letter from a Vatican official described a presumed plot to kill Benedict and discussed his potential successor. The day before Lombardi’s letter became public, another TV channel broadcast an interview with a man claiming to be a Vatican employee who leaked one of the documents. He looked like the Mafia turncoats Italians are used to seeing on TV — much of his face was covered by sunglasses, hat and scarf, and his voice was disguised. He complained about the failure to investigate the Orlandi kidnapping and alluded to the death of two Vatican Swiss guards in 1998. In that incident, Alois Estermann, commander of the Pontifical Swiss Guard at the Vatican, was killed, along with his wife, by Cedric Tornay, a young Swiss guard who then shot himself. That murder-suicide has spawned books filled with theories as to what really happened. One widely quoted scenario comes from Ferdinando Imposimato, a former magistrate who officially investigated some of the biggest criminal cases in Italy, including the shooting of Pope John Paul in 1981, and cases involving De Pedis’ gang. Imposimato is convinced secret police services in the former Soviet Union were involved in the plot to kill John Paul. He says Estermann was a spy for East Germany’s Stasi secret police, and was involved in Orlandi’s kidnapping. She was targeted because her father was the first to suspect Estermann as a spy, and told Imposimato so in 1981. Estermann was eventually killed, Imposimato says, because he knew too much. Imposimato is now working with the Orlandi family. Both are pushing for a full investigation — and the opening of De Pedis’ tomb.

Man claims he was under duress from gangland figure to steal

A jury has been told that a man accused of attempting to steal €1m from a cash-in-transit van over four years ago was acting under duress from gangland figure Eamonn Dunne. Joseph Warren (aged 30) of Belclare Crescent, Ballymun, has pleaded not guilty at Dublin Circuit Criminal Court to conspiring to steal cash from Chubb Ireland at Tesco supermarket on the Shackleton Road in Celbridge on November 2, 2007. Detective Inspector Eugene Lynch headed a surveillance operation that observed five other men, Eamonn Dunne, brothers Alan and Wayne Bradley, Jeffrey Morrow and Michael Ryan travelling in four different vehicles behind the cash-in-transit van as it drove from the Chubb Security base in Birch Avenue, Stillorgan to the Tesco Shopping Centre. All six men were arrested that morning after Mr Warren and Mr Ryan were seen approaching the Chubb van as it was parked in Tesco Shopping Centre. Mr Warren was carrying a consaw while Mr Ryan tried unsuccessfully to open the doors of the van with a set of keys he brought with him. Det. Insp. Lynch told Alan Toal BL, defending, that he “could not say” when it was suggested to him that Mr Dunne was “public enemy number one” who was “supposed to have killed 17 people”. He accepted a further suggestion from counsel that according to media sources, Mr Dunne was “a gangland figure of calibre” but said he had no evidence of that. “He was an integral part of an organised criminal gang responsible for firearms, cash-in-transit robberies and drugs,” Det Insp Lynch said but again replied there was no evidence that he “would kill for the hell of it” as suggested by counsel. “He was massively involved in the assassination of Baiba Saulite and no one could touch him for the amount of murders he carried out as leader of this gang,” Mr Toal said referring to what he termed “general held views in the media”. Det. Insp. Lynch again repeated that he could not answer that. He told Mr Toal that he had never been made aware that Mr Warren claimed he was acting under duress from Mr Dunne that day. The detective said his only role in the investigation was to lead the surveillance operation. He said he was also unaware that Mr Warren had been the subject of a threat to his life in January or February 2008 and he had been formally warned by the gardai of this threat. Darryl Caffrey (aged 37), the Chubb Security worker who was a passenger in the cash-in-transit van that day, told Deirdre Murphy SC, prosecuting, that he provided inside information to two men, knowing that it would be used to organise a robbery. He said he gave the two men, previously unknown to him but whom he referred to as “Dog” and “Liverpool man”, information about the company, including the registration details of the unmarked delivery vehicles and how the safes were accessed. He said he handed this information over during a number of meetings in 2006 and 2007. Mr Caffrey told the jury he had provided “Dog” with the registration details of four jeeps used by Chubb at the time after the man told him if he had that information he could get keys cut for the vehicles. He informed “Dog” that Chubb headquarters had to be contacted by phone to open the safe and access cash before it was dropped off at an ATM. He also told him that Chubb workers wore casual clothes, drove unmarked jeeps and carried the money to the ATMs in sports bags. Mr Caffrey said he had also been instructed to propose a suitable route which he felt would be an easy target for a gang to rob. He said he provided “Dog” with a map on October 30, 2007, with a route marked in black pen, of a specific run he regularly did in Ballymore Eustace, Wicklow. Mr Caffrey said he was “given the impression” that it would be the Ballymore Eustace run that the gang would target. He said “Dog” told him the gang would put up “road closed” and “diversion” signs along the route that would eventually lead to a building site. His jeep would then be surrounded by armed men, he and his colleague would be tied up, dumped off and their phones taken off them before the robbers would drive away in the van. He said “Dog” told him he would get a phone call the day before “the job was going down” to give him time to get rid of his mobile phone and any links between them. He never got the call. Mr Caffrey agreed with Mr Toal that he did not know any of the men that were arrested at the Tesco Supermarket that day. He confirmed that he did not know Mr Warren. The trial continues before Judge Tony Hunt and a jury of seven women and four men.

European court rules against Italy for expelling migrants

European Court of Human Rights (ECHR) on Thursday ruled that Italy had violated it human rights obligations when it deported a group of African migrants intercepted in the Mediterranean Sea to Libya in 2009. The decision delivered in Strasbourg by 17 judges of the court was described as a 'landmark' by the United Nation's Refugee Agency (UNHCR) and was also welcomed by several rights groups in Italy and elsewhere. Italy's International Cooperation Minister, Andrea Riccardi, said that the ruling would force Italy to 'think and rethink our policies towards migration.' The case concerned 24 Somalis and Eritreans who were in a group of 200 migrants intercepted by the Italian Coast Guard 35 nautical miles from the Italian island of Lampedusa.

Belarus fights Europe to retain death penalty

Belarusian MPs have blasted a recent resolution of the European Parliament on death penalty in Belarus as an attempt to interfere in the country’s internal affairs. The Belarusian parliamentary commission on international affairs has issued an official statement saying that the European Parliament’s resolution on the death penalty in Belarus was a continuation of the practice of pressuring Belarusian authorities and meddling with the country’s internal affairs. Additionally, the Belarusian side noted that from the text of the resolution they could draw a conclusion that the European side did not pay much attention to the credibility of facts and the logic of conclusions. In particular, the Belarusian parliamentarians criticized the fact that the case of Metro bombers Konovalov and Kovalyov, mentioned in the resolution, is called unjust, despite of the fact that the trial in the case was open to the maximum and well-covered by the media. The Belarusian politicians also expressed surprise over the fact that their country was called the Belarusian Federation in the European Parliament’s resolution, while its official name is Republic of Belarus. However, the text of the resolution posted on the European Parliament’s website in English uses the correct name. Belarusian MPs stressed that the use of capital punishment in their country is not against international norms and its use is extremely limited, and in practice happens only in extraordinary cases. The ban on capital punishment is the internal affair of the Republic of Belarus and can only be made with consideration of the Belarusian society’s opinion, the politicians said.

Fishing skippers fined £720,000

Seventeen skippers behind one of Scotland's biggest fishing scams have been fined a total of £720,000. The group admitted making illegal landings of mackerel and herring worth £47.5 million between January 1 2002 and March 19 2005. The "black fish" scam, which broke sea fishing laws, was carried out at fish processing factory Shetland Catch in Lerwick, Shetland. Judge Lord Turnbull said the scam is "an episode of shame" for the pelagic fishing industry. He said it was a "cynical and sophisticated" operation which had the "connivance of a number of different interested parties". Hamish Slater, 53, and Alexander Masson, 66, both from Fraserburgh, were fined a respective £80,000 and £50,000, while Alexander Wiseman, 60, from Banff, was also fined £50,000. Another 13 men from Shetland were fined for their role in the scam. Robert Polson, 48, was fined £70,000; John Irvine, 68, was fined £80,000; William Williamson, 65, was fined £45,000; Laurence Irvine, 66, was fined £80,000; and David Hutchison, 66, was fined £40,000, as was 56-year-old Thomas Eunson. Both Allister Irvine, 63, and Gary Williamson, 52, were fined £35,000; and George Henry, 60, was fined £12,000. John Stewart, 57, was ordered to pay £15,000, while George Anderson, 56, must pay £12,000. Colin Leask, 39, and Allen Anderson, 55, were each fined £3,000 A £70,000 fine was imposed on Victor Buchini, 51, from Poulton-le-Fylde in Lancashire. The company Alexander Buchan was fined £240,000 for helping the vessel masters land the undeclared fish. The pelagic fishermen, who committed the offences to evade the annual EU fishing quota, had already been ordered to hand over almost £3 million in confiscation orders at a previous court hearing. The convictions came as the result of a seven-year investigation, Operation Trawler, after the Scottish Fisheries Protection Agency (SFPA), now Marine Scotland, became suspicious about widespread illegal landing of fish within the pelagic fleet. Pelagic fish are those which swim near the water's surface. Auditors KPMG reviewed Shetland Catch and found that between January 1 2002 and March 28 2004, the company's earnings were not supported by its declared landings. The company premises were searched on September 27 2005 and officials found that scales used to weigh fish coming into the factory had been manipulated to provide false weights. Management were able to input fake wastage figures into a computer in the main factory, accessible to inspectors from the SFPA, which would be deducted from the actual weight shown on the screen. The proper weight was displayed on screens in the engineer's room and in a loft area, both of which were off-limits to SFPA officials. The computer in the loft area was where the weight manipulation took place. It could be accessed remotely by two members of staff, a fish buyer and the then assisting managing director, using a username and password, allowing them to program it to provide false weights. Lord Turnbull said the proceedings brought "embarrassment and shame" to the skippers and their families. He said: "All of the accused who appear today have spent their working lives as productive and hard-working members of our community. Barring other regulatory infringements, not a single one has ever come into any conflict with the law. "It was not surprising therefore to hear of the well-respected positions within their communities which many held and of the embarrassment and shame which these proceedings have brought to them personally and to their families." The judge said the fishing industry "makes a crucial contribution" to the well-being of many communities and to the economy of the country as a whole. He added: "There would of course be no fishing industry were it not for the willingness of fishermen to go to sea. It is correct to acknowledge that in doing so,fishermen require to cope with challenging circumstances of isolation from family members and often with dangerous and frightening weather conditions, the likes of which will be wholly unfamiliar to others with more conventional working environments. "Over the history of the fishing industry and even in recent times in Scotland, tragedy has often visited the families of those who spend their working lives at sea." The judge also noted that each master involved "made no attempt" to disguise their true income from the fish and paid income tax on both the declared and undeclared landings. But he said the men had all participated in "a deliberate and calculated determination to evade the quota levels for fishing available to each vessel" for "purely financial" reasons. He said: "The system through which this was achieved was both cynical and sophisticated and involved the connivance of a number of different interested parties, some of whom have benefited but have not been prosecuted. "The extent to which landings of fish were deliberately under-declared was at times truly staggering and in the case of some of the accused concerned, took place continuously over a three-year period. "What I found to be noteworthy was that no understandable explanation was provided on behalf of any the vessel masters as to why this practice was commenced or continued with. "No one for example appears to have engaged in this exercise on account of struggling to cope financially with the costs of continued fishing within the quota levels allocated. "Indeed, in contrast to some within the fishing industry, those engaged in fishing with the pelagic fleet appear to have been able to make very substantial sums over many years, providing very comfortable livings for themselves and their families. "In short then, and as was conceded by at least some of those who appeared before me, the motivation for the sustained furnishing of false information was purely financial. Those who were already making a good living saw this as a way in which more income could be generated. "No doubt the fact that so many were involved lent a veneer of acceptability to the conduct but there is another side to that as well: the fact that so many were prepared to participate in deliberate lies and falsehood means that the desire for financial benefit was able to overshadow the instincts of fairness, truthfulness and responsibility which will have influenced every other aspect of the lives of those concerned and which values they would expect to see others, including their own family members, abide by. "The result is an episode of shame for much of the whole pelagic fishing industry. "I have however accepted in each case that these proceedings have been responded to responsibly and that those concerned regret their involvement and the embarrassment which has been brought to them personally and to their families." The men had previously been subjected to a reduced quota of fish to "balance out" the environmental effect of years of overfishing. But the judge insisted that this was not a punishment but an "exercise in conservation". He said: "I do not accept that the accused in this case have lost out or have been made worse off as a consequence of these arrangements. I accept as accurate the observation that looking back with hindsight had they never over-fished at all then they would have achieved a greater income over the extended period than they in fact have. "That is due to the massive increase in the prices obtained for the type of fish with which I am concerned in the period since 2002. That however is no more than an irony of the situation. It does not reflect any actual loss to those concerned. In fact, as a consequence of the increased value of the fish, those involved have still been able to generate very substantial incomes, despite being restricted to catching a smaller quantity. "If the current prices remain stable then when the quota deduction arrangements have been exhausted, they will be in a position to increase that income even further." He also referred to "activities of foreign fishing vessels" in exceeding fishing quotas. The judge said: "If there is an imbalance in the approach of the relevant authorities within the European Union, that is a matter for the relevant ministers to raise with their counterparts. "If vessels belonging to states outwith the European Union are thought to enjoy some inappropriate benefit or are not thought to be complying with their responsibilities concerning stock conservation, that is a matter to be addressed at governmental or international level. "I am dealing with the contravention of a law of this country which was introduced to ensure compliance with the international obligation which the United Kingdom had entered into. "I am entitled to treat that contravention as a serious matter regardless of how it might be thought that similar conduct would be or has been responded to elsewhere." Three more fishermen pleaded guilty today in a separate case but which was part of the same investigation. James Smith, 54, from Fraserburgh, John Smith, 36, from Peterhead and Stephen Bellamy, 59, from Fraserburgh all admitted landing undeclared fish at Fresh Catch in Peterhead and at Shetland Catch in Lerwick. Sentencing was deferred to May 18. An inspection in November 2005 at the Alexander Buchan firm detected an unofficial weigh belt fitted with "load cells" to the conveyor belt system at the point where fish entered the factory. The cells are used to detect the weight of fish passing over the belt. A deflector plate had been used on the unofficial weigh belt, allowing the fish to drop off part of the way along the official scales. As the fish did not travel over the full area, a lower weight was achieved on the counter. This method is said to have allowed up to 70% of a total landing to go unrecorded. Alexander Buchan, which is no longer trading, has already been ordered to pay £165,000 in a confiscation order. A third fish processing factory, Fresh Catch, also admitted helping vessel masters land undeclared fish between October 20 2002 and September 2 2005 at its premises in Kirk Square near Peterhead. Skippers Ernest Simpson, 64, from Fraserburgh, Allan Simpson, 42, from Fraserburgh, and Oswald McRonald, 63, from Banff, pleaded guilty at the High Court in Glasgow today to landing undeclared fish at the factory. Their sentences were also deferred until May 18. Fresh Catch was audited by KPMG during the same period as Shetland Catch and it too was found to have earnings unsupported by official landing figures. At the factory, fish entered via a delivery pipe which went up and over the building. However, a search of the premises in September 2005 uncovered a purpose-built pipe, leading underground, was also connected. This second pipe bypassed the official weigh scale. Knife valves were used to divert the fish when they came to a T-junction, allowing fish to be sent to another part of the factory and was never weighed or officially accounted for. In 2005 the two valves become remote controlled and the direction the fish took at the junction depended on which one was open or closed. Fresh Catch only became significantly operational at around the time the scam began. Cephas Ralph, head of compliance at Marine Scotland, said the divert pipe "certainly served no other purpose" and that "it wasn't put there by accident". All three factories were prosecuted out of Operation Trawler which started in 2005. However, nothing suggested any of the plants were linked. At the time of the undeclared landings, Shetland Catch was the largest pelagic fish processing operator in Scotland and one of the largest in Europe. It was able to process and freeze up to 1,000 tonnes of fish a day. EU regulations state that when a vessel reaches its quota, it has the option to either stop fishing or to buy some of another vessel's quota which has not yet been reached. Any vessel which exceeds its quota faces disciplinary action. When the investigation started 26 vessels were in the pelagic fleet, with eight pelagic fish processing factories. More than half (15) of those boats have been prosecuted. Mr Ralph said the investigation had an immediate effect on the entire industry and that Marine Scotland is now satisfied that legislation is in place to ensure a similar scam does not happen again. He said: "Since 2005 we detected a change which spilled out beyond the pelagic industry. It is more important to the vessels to have a good reputation. "It is fair to say we are satisfied that we have inspection procedures, legislation, a mindset in place in the industry that means if such activity was to recommence, it would be quickly detected and dealt with. "We have not had anything similar since these cases and all our intelligence suggests that no similar activities are taking place." Afterwards Lindsey Miller, head of the serious and organised crime division of the Crown Office, said: "Organised crime takes many forms. These individuals may not have been involved in drug dealing or prostitution but let us make no mistake that they were involved in significant and serious organised criminality." She added: "The legislation is there to protect the marine environment for the good of all and to safeguard the future of the fishing industry. These men disregarded it for their own financial gain and, in a clear example of successful working between the law enforcement agencies involved, have now been brought to justice and made to pay for their crimes." The police investigation was led by Detective Superintendent Gordon Gibson of Grampian Police who said the scale of the crime is of "a level rarely seen before". The men involved "amassed huge sums of money through their own greed and today this caught up with them in a court of law", he added. Meanwhile, Cephas Ralph said: "Today's successful court activity is an outcome that reflects the professionalism, dedication and commitment shown by all of the Marine Scotland staff who have been involved in this inquiry. "It has not been an easy task but they have worked tirelessly to help secure the convictions obtained in these important cases." Scottish Environment Secretary Richard Lochhead paid tribute to the police and Marine Scotland for their efforts in "a long and vastly complicated inquiry". He said: "There is no doubt that these illegal activities are a stark and shameful reminder of the culture that existed in some sectors of the fishing industry in past years. But they do not reflect the much-improved culture we see today. "The offences date back up to a decade ago and thankfully there has been seismic change in the attitude and behaviour of the fishing fleet, which can only be good thing in securing a viable future for the industry in Scotland." He also said: "There have been significant advances in recent years in how fish landings are monitored and controlled, including comprehensive audits and certified weighing systems." Dr Mireille Thom, senior marine policy officer at WWF Scotland, said ignoring quotas "isn't a victim-less offence" because "such landings not only undermine the conservation of fish stocks and the fortune of the fleets that fish them, they also distort competition by depressing fish prices. In short, they threaten the public good for the benefit of a few".

Police uncover 'serious and organised' criminality in £63m scam to breach European fishing quotas

An inquiry into the UK's largest fishing scandal has uncovered "serious and organised" criminality by Scottish trawlermen and fish processors in an elaborate scam to illegally sell nearly £63m of undeclared fish.

Three large fish factories and 27 skippers have pleaded guilty to sophisticated and lucrative schemes to breach EU fishing quotas, in what one senior police officer described as "industrial level" deception.

They went to extraordinary lengths to conceal their illegally caught fish, installing underground pipelines, secret weighing machines and extra conveyor belts and computers to allow them to land 170,000 tonnes above their EU quota of mackerel and herring between 2002 and 2005.

The extent of the "black landings" scandal emerged as 17 skippers and one of the three factories were given fines totalling nearly £1m at the high court in Glasgow on Friday, after admitting repeated breaches of the Sea Fishing (Enforcement of Community Control Measures) (Scotland) Order 2000. Another six skippers pleaded guilty at the same hearing to landing undeclared fish worth nearly £7m at Lerwick, in the Shetlands, and Peterhead, Aberdeenshire.

Four skippers pleaded guilty in January and a further four in the ring, who can't be named for legal reasons, are still to be prosecuted.

Judge Lord Turnbull, told the 17 skippers sentenced on Friday they were guilty of a "cynical and sophisticated" operation, which brought embarrassment and shameon them and their families. "The motivation was purely financial," he said. "Those who were already making a good living saw this as a way more income could be generated and were prepared to participate in deliberate lies and falsehoods."

Once the illegally caught fish had been sneaked past Government inspectors, it was put on sale in the Lerwick and Peterhead markets, where it was sold to wholesalers and fishmongers as if it had been legally landed, in defiance of strict EU regulations designed to protectEurope's fish stocks from over-fishing.

The Guardian can reveal that the illegally landed fish was sold with the knowledge of the government-funded industry marketing authority Seafish, which took a £2.58 levy for every tonne of over-quota mackerel and herring. That earned it £434,000 in fees before the Scottish Fisheries Protection Agency, now part of Marine Scotland, raided two factories in September 2005.

The headquarters of Seafish in Edinburgh were raided by police and documents seized in 2008, but five months later prosecutors decided not to take any further action. It is thought the Crown Office, the Scottish prosecution body, believed there was no evidence that could lead to the agency being accused of involvement in the scam.

With a series of court cases stretching back to 2010, the scandal has implicated more than half the Scottish mackerel and herring fleet active at that time. It is understood that the true value of the illegal landings linked to the factories involved is closer to £100m, but prosecutors decided to pursue just £63m of landings.

Prosecutors have also confiscated £3.1m from 17 skippers who landed catches in Lerwick, and against two of the three firms so far convicted, under proceedings of crime legislation introduced to tackle serious criminal gangs and drugs lords. The largest confiscation order, £425,9000, was against Hamish Slater, the skipper of the trawler Enterprise from Fraserburgh, Aberdeenshire, who admitted landing £3,980,000 worth of undeclared fish. A number of skippers landed fish worth more than £2m.

At Shetland Catch in Lerwick, one of Europe's largest fish processors, the company installed a duplicate conveyor belt when its new factory was built, fitting a secret weight-reading device in the loft and a computer in an engineer's workshop "a considerable distance" from the factory floor.

In its processing plant at Peterhead, north of Aberdeen, Fresh Catch installed an underground pipe to divert fish to secret weighing devices, which used remotely operated pneumatic valves. It built a secret storage room, and operated the clandestine machinery from a hut known to workers as the Wendy House, disguised with fake "Danger: high voltage" signs on its door.

A second factory in the town, Alexander Buchan, which has since closed, fitted a secret scale and conveyor belt, which allowed up to 70% of a boat's catch to go undeclared. It printed a guidance manual showing its staff how to handle undeclared landings, and its staff misled trading standards officers about its purpose.

Detective Superintendent Gordon Gibson, of Grampian police, the senior investigating officer in Operation Trawler, said: "Make no bones about it: it was serious, it was organised and it was criminal. The element of preparation involved was significant, given the methods and means that all these individuals went to.

"Was I surprised? Absolutely. I was surprised at the levels they had gone to disguise their criminal conduct."

An industry source admitted: "This wasn't casual or by accident. It was organised, it was systematic, it was deception. No one disagrees with that."

In a further penalty, which is thought to have cost the convicted skippers millions, the European commission cut the quotas soon after the scandal was reported to Brussels by the UK government in 2005, calling it a "quota payback".

Although none of the trawlermen have been banned from fishing, their quotas were cut by more than 116,000 tonnes of mackerel and nearly 47,000 tonnes of herring over a seven-year period. That payback will end next year.

One source with detailed knowledge of the case said this had damaging consequences for skippers and crews involved, as the market value of mackerel and herring since 2005 had been as much as double the price 10 years ago.

The convictions follow a complex, 10-year investigation involving forensic accountants from KPMG, who analysed the paperwork for thousands of landings, a core team of 25 detectives and support staff from Grampian and Northern police, four British sea fishery officers with Marine Scotland, the Home Office Holmes police computer system, money laundering experts with the Scottish Crime and Drug Enforcement Agency, and specialist prosecutors at the Crown Office.

Operation Trawler has brought to an end a practice which was once endemic in the British fishing industry, but has been made extremely difficult by hi-tech monitoring and tracking of every registered trawler at sea, and much tighter controls on landings at processing firms.

The skippers and firms involved have refused to discuss their convictions; Shetland Catch is still facing confiscation proceedings. But sources with detailed knowledge of the scandal have admitted the practice was widespread within the pelagic fishing industry. Lawyers for one of the convicted men, George Anderson, 55, from Whalsay, Shetland, claimed this year that he evaded the controls because he believed that discarding under-sized fish was "repugnant".

"Black landings" are still common practice across the EU, and prosecutions still take place. In Lerwick and Peterhead, some insist that the undeclared landings, which helped many of the skippers and their crews enjoy comparatively luxurious lifestyles, were well-known within the industry and among regulators.

Asked about its knowledge of the illegal landings, Seafish told the Guardian it was legally required to take the levy, and insisted it had tipped off the authorities to the over-quota landings. However, one source said that the issue was discussed in board meetings, "but the Seafish line was that we weren't a fishery protection agency, our job was to take a levy on every tonne landed."

He added: "They were totally aware they were getting a levy on quota and over-quota fish."

The source denied it was serious and organised crime: the skippers involved paid income tax and business taxes alongside the Seafish levy on all their illegal landings, largely because the over-quota fish was sold in the fish markets as if it were legally declared. Fraud charges were dropped by prosecutors at an early stage, he said.

But he added: "There is nobody defending this. It was morally wrong; it was ecologically wrong and sustainably wrong. There is no excuse.

"A lot of the skippers are saying, 'What we did wasn't right; it was wrong. We really want to draw a line under this and move forward.'"

He said the scandal had the effect of transforming Scotland's pelagic fishing industry into one of the most sustainable in the world: after the raids, the mackerel and herring fleet introduced very strict monitoring and quota management. Since 2008, its fisheries have won a prized Marine Stewardship Council eco-label, and are now the largest in Europe with MSC certification.

But the "black landings" scandal is coming back to haunt the industry. It is expected to lose its MSC accreditation later this year after a bitter dispute with the Faroe Islands and Iceland: both countries have claimed much larger mackerel quotas than is sustainable for the north-east Atlantic stocks, in breach of MSC rules. The Faroese in particular believe the over-quota prosecutions puts the Scottish industry's credibility in severe doubt.

"It's not a proud moment for what is a very proud industry," one senior figure conceded.

Richard Lochhead, the Scottish agriculture secretary, said the convicted were guilty of appalling behaviour. "These illegal activities are a stark and shameful reminder of the culture that existed in some sectors of the fishing industry in past years," he said.

"Thankfully, there has been seismic change in the attitude and behaviour of the fishing fleet, which can only be good thing in securing a viable future for the industry."

Dr Mireille Thom, a senior marine policy officer for the conservation group WWF Scotland, said: "Deliberately ignoring quota rules by landing 'black fish' isn't a victimless offence. Such landings not only undermine the conservation of fish stocks and the fortune of the fleets that fish them, they also distort competition by depressing fish prices. In short, they threaten the public good for the benefit of a few."

Members of an Eastern European gang who flew around the continent for armed robbery day trips were today jailed for a £250,000 raid on a UK jewellers.

In a daring smash and grab attack lasting just 31 seconds, three Estonian gangsters netted a quarter of a million pounds worth of designer watches from a jewellers in Newcastle city centre.

Convicted murderer Marek Viidemann and his accomplice Sander Sarik smashed display cabinets with hammers, while Raido Ragga held staff at gunpoint to stop them raising the alarm.

Ragga went in brandishing a handgun while Viidemann and Sarik used hammers to get to the valuables.

Mark Simpson, prosecuting, said: 'The gunman pointed the handgun at staff and told them to get down.

'The others smashed the display cabinets and took 31 watches and the best makes were targeted.'

After just 31 seconds in the store they were gone, removing clothing and gloves as they left the scene.

Police recovered the clothes that had been left behind and found Viidemann’s DNA on them. Some of the stolen watches were later found on a coach in Dover.

Viidemann, 35, fled the country and ended up back in Estonia. He was finally detained on a European arrest warrant in his home city of Tallinn, the Estonian capital, last October.

Ragga, 26, and Sarik, 22, went on to carry out robberies at other Berry’s stores in Chester and Windsor. They were both jailed for 11 years at earlier hearings elsewhere.

The court heard Viidemann had a conviction in his homeland for aggravated murder for gain and robbery, for which he was jailed for 10 years in 1998.

In that offence he and four others beat a man to death to steal from him.

Judge Forster asked how he had got into this country, but prosecutors did not know. The Border Agency will be informed of his latest conviction.

Andrew Rutter, defending Viidemann, said: 'His involvement in this robbery came about because he had fallen on hard times in Estonia.

'It was not his scheme but he accepts he lent himself to it.'

Members of the organised crime gang have struck across Europe and five other robbers have previously been jailed for a total of more than 55 years.

The ring was linked to at least 150 armed robberies across the UK and Europe.

Jewellers were targeted in places including Leeds, Manchester, the West Midlands, London, Cheshire and Newcastle, while they also carried out raids in Germany, Sweden, Italy and Finland.

Detectives from Monaco even flew to Britain to quiz a member of the gang over a $75,000 raid on a Monte Carlo jewellers.

Police believed the gang stole watches worth more than £1million in total, few of which were ever recovered.

Fraud: Organised crime - Bogus claims gangs cast a wider net

According to the Insurance Fraud Bureau, the cost of organised fraud to the industry is approximately £200m per year. While this is only a small portion of the estimated £1.6bn total cost of fraud, it is of particular concern because it is typically carried out by organised gangs, often using the money to fund serious illegal activity, such as people trafficking, arms dealing and terrorism. Although there are isolated examples of fraud rings operating in arson and disability claims, the vast majority of organised fraud involves motor insurance. It is an unfortunate truth that the criminal gangs instigating this type of fraud are rarely identified by insurers or the police, as they operate ‘behind the scenes’ — persuading others to make personal injury claims on the back of accidents that are either staged or entirely fabricated. Historically, those targeted by gangs to take part in fraud have largely followed a well-defined profile, predominantly males in the 25 to 44 age bracket, living in more deprived postcodes. These individuals also tend to have a history of suspect claims or minor criminality. There is mounting evidence, however, that this is changing, as the gangs behind the scams cast their net wider in search of the ideal claimant. This is borne out by analysis of the thousands of fraud ring cases investigated by Keoghs. Case analysis Analysis of cases handled over the past 12 months shows the number of fraudsters within the 18 to 25 age bracket has increased by 10%, compared with the previous year. Meanwhile, the proportion of fraudsters in the 26 to 30 bracket has fallen by 0.5%. This trend is also starting to be recognised across the industry; in a survey of Keoghs' insurer clients compiled in September, 83% of those noticing a change in the average age of fraud claimants said they had seen a marked decrease in their age. Another trend, more difficult to quantify, but suggested by anecdotal evidence, is that organised fraud is becoming a more middle-class pursuit, with the two groups increasingly involved being students and young professionals. The link between youth unemployment and youth crime rates is well established. In 2004, economist Steven Levitt analysed a wide range of data into the relationship and found that, controlling for other factors, almost every study showed a relationship between non-violent crime and the rate of unemployment. Levitt’s estimate was that a 1% increase in unemployment would cause a 1% increase in crime. In 2005, a study by the government’s Social Exclusion Unit found that nearly two-thirds of young offenders were unemployed at the time of arrest compared to 46% of those aged over 25. The latest figures from the Office of National Statistics reveal that youth unemployment is at a 20-year high, with more than one in five — 22.3% of 16 to 24-year-olds — out of work. More than two fifths of those out of work have been unemployed for more than six months. As a result, many are anticipating a sharp increase in the level of crime committed by young people and this appears to be borne out in the increase seen in organised fraud. Strain on finances There is also a suggestion that issues such as a rise in tuition fees for higher education and lack of availability of affordable housing is putting such a strain on young people in jobs and full-time education that many are now willing to take the risk of committing fraud to survive. In many cases, this is a last resort unlikely to be taken under normal economic circumstances, but which is now being used as an opportunity by the criminal gangs who recruit fraudsters. To make significant amounts of money from fraud, the criminals need to recruit willing volunteers to file bogus claims in exchange for a share of the pay-out. The most common scenario — that used by Mohammed Patel, the fraudster jailed in 2009 for causing 93 crashes — is for a fraudster to use a contact’s car, with their permission, to stage a collision on the road, following which the owner of the car can make a large claim for personal injuries. However, as insurers’ risk and fraud managers have increasingly grown wise to this and subjected claims from the most commonly affected postcodes to increased scrutiny, the gangs have shifted their recruitment strategies. There have been a number of cases of active recruitment of fraudsters in universities – with those taking part often studying for high-earning professions such as law or medicine, and coming from stable, middle-class backgrounds. In one case currently under investigation, the ringleader at the centre of the scam was a student who had crashed the cars of a number of fellow students in order for them to benefit from the pay-outs. So, what can insurers do to stop these practices? Rapid shifts In the face of such rapid shifts in the demographics of those involved in fraud rings — and the state of the economy driving people to turn to desperate measures and commit fraud for the first time — it is clear that concentrating on those with a history of suspect claims will not prove an effective deterrent. What is needed are all-encompassing fraud detection tools and techniques, based on a joined-up approach to sharing detailed information both internally in organisations and between insurers. Ideally, as soon as a potential fraud ring is uncovered, investigators should be able to cross-reference the details of the claims involved with all other relevant cases across the industry as a whole in order to identify and investigate any links. Investment in analytical techniques and technology, coupled with an open approach to sharing data on suspected fraud rings, is essential if the industry is to stand any chance of identifying and bringing to justice those at the heart of the problem.

The latest victim, a 48-year-old man, was found shot in a car at the end of January. None of the murders have been solved, and now some newspapers are calling Malmo "Sweden's Chicago". "Why don't police have better control?" national daily Svenska Dagbladet asked in an opinion piece, suggesting Malmo look to New York which slashed its crime rates in recent decades. For their part, police refuse to reach the conclusion that the bomb at the police station and the killings were definitely linked, which would gangland violence is out of control. "We believe it's linked to the prevalence of weapons. It is big. With a population of just 300,000, Malmo is one of Sweden's roughest cities, long a base for smugglers because of its proximity to Denmark, with which it has been connected by a bridge since July 2000. Roughly 40 percent of Malmo's population are first- or second-generation immigrants and one in three is unemployed, compared with a national rate under nine percent. Among young immigrants, the rate is nearly 40 percent. Formerly a prosperous industrial town, much of the old industry has declined and jobs have vanished. They raided Mobile Creations, a luxury car customizing shop, on Feb. 7 after nabbing a Suffolk County drug dealer attempting to sell 68 grams of heroin. The dealer ratted out his supplier, who gave up his source at Mobile, at 1631 Stillwell Ave. near Pelham Parkway in Morris Park, according to a complaint filed in Brooklyn Federal Court. The drug task force officers had the supplier set up a meet with James Gainer, who allegedly operated out of the Bronx shop, and arrested the suspect with 500 grams of heroin he planned to sell for $28,500, according to the complaint. They also snatched Mobile Creations manager Robert Bishun after finding 1.5 kilograms of cocaine and 250 grams of heroin hidden in a vehicle at the shop, and $40,000 in cash concealed in a Mercedes-Benz sedan registered to Bishun. The officers seized a .40 caliber handgun, loose ammunition and $30,000 cash from the shop’s office, along with pay-and-owe sheets detailing millions of dollars in narcotics transactions. The complaint charges both men with drug dealing and possession and Bishun with possessing a firearm linked to trafficking. Four drug grinders and a scale were also found in the shop, according to the complaint. The Suffolk County supplier told the agents he met Gainer at Mobile Creations to buy at least 100 grams of heroin a week. Repair shops and auto parts stores line Stillwell Ave., a quiet street that abuts Metro-North Railroad tracks. The facade of Mobile Creations sports colorful signs featuring Bentleys, Range Rovers and other luxury cars. "I just work here 10-6," said Mike James, a mechanic at Mobile Creations, on Monday. The Integrated Homicide Investigation Team (IHIT) has confirmed it's investigating a murder after a man was found dead in a muddy Abbotsford field on Sunday morning. "It is too early to say whether this is gang-related or a targeted killing," said IHIT spokeswoman Sgt. Jennifer Pound in a press statement on Monday morning. Investigators' first priority is to identify the victim and confirm the cause of death, said Pound. The man, believed to be between 20 and 30 years old, was found in a field in the 33600 block of Farmer Road. Investigators are hopeful an autopsy Monday will shed some light on the victim's identity and the cause of death, said Pound. A man out on a Sunday morning drive discovered the dead man lying 10 metres off Farmer Road. He called police around 9:20 a.m. and then waited until officers arrived, said Abbotsford Police Const. Ian MacDonald on Sunday. IHIT was called out to the scene later in the day to investigate the strange circumstances. "Certainly it's suspicious for a person to be 10 metres off a roadway in the middle of a farm field and be dead," MacDonald said. However, at the time, police officers didn't see obvious signs as to whether they were dealing with a heart attack or a homicide, he said. Residents of the rural area said officers and a police dog spent Sunday scouring a raspberry field on the north side of Farmer Road close to the intersection with McCallum Road. Mark Vaandrager, the owner of a nearby nursery, said he and his family noticed the police combing the field for evidence when they went to church at 9:30 a.m. Sunday. Although officers provided residents with few details, Vaandrager doesn't feel people living in the area are in danger. He was found lying unconscious in the street, without his passport or money, and rushed to hospital in Malaga, but succumbed to his injuries five days later. Chris had been out with a meal with a group of friends and went on to a bar with a senior colleague, but the pair became separated before the end of the night. Four months on his family say they are no closer to learning what happened to the marketing officer and father of three. Chris's father Harry, 63, from Airdrie, North Lanarkshire, said he was determined to get answers from the Spanish authorities so he could tell his grandchildren what happened to their father. He told STV News: "The oldest boy Ryan is 10, so I speak to Ryan and as you can imagine the boy is missing his dad. "We want answers. We have got to have answers because I've got to tell his sons at a later stage and obviously for ourselves as well. "I want to know the police reports and I want to know the post mortem reports. That's all we are asking for. If anything untowards has happened, if Chris has been murdered, then that's up to the authorities to take that up, but I want to know exactly what happened to my son." Mr Lindsay is travelling to Brussels in two weeks time hoping politicians at the European Parliament can help him speed up the justice process. Authorities say 19-year-old Jamal Harris died inside the store, while 61-year-old Gregory Glinsey was found dead outside. "I thought he was asleep because that's how I left him. I thought he was alive … I started feeling for him, and he wouldn't wake up." Someone fired 37 rounds from an AK-47 assault rifle at about 4:30 a.m. into the home in the 8400 block of Greenview Avenue, near Tireman. Police Chief Ralph Godbee said the shooting was gang-related. Godbee said police have details about the shooting he didn't want to release to the public, but that investigators have a handle on what happened. "We know who they are," Godbee said. "This was not a random incident." Salter said there were eight people in the house, including three children, when the shooting took place. She called the incident "senseless" and said she doesn't know why someone opened fire on their home. Salter added that she's no stranger to violence; she was inside her home at a different location years ago when a similar crime occurred: Someone started shooting at the house, and her sister, who was also inside, was killed. "I got to be strong, because I still have a daughter to live for," Salter said. The boy's maternal grandmother, Cynthia Wilkins, 39, added: "They killed a precious baby." Delric was rushed to Sinai-Grace Hospital, where he was pronounced dead on arrival following the shooting. Neighbors said there were usually 10 to 15 people living in the home over the past year, including three to four children. He said his son loved to play with his toy hammer. The last gift Miller gave his son was a multicolored teething ring for Christmas, he said. When Miller left the home Monday afternoon he said, "I need some time for myself." Neighbor Diane Fryst, 67, was coming out of the bathroom when she heard the shots. Fryst said she was worried about ricochets, so she immediately laid down on top of her two rescue collie dogs to shield them from harm. "The shooting didn't last more than a few minutes," said Fryst, who has lived in her home (formerly owned by her parents) for 66 years. "It sounded like an AK-47 because of the 'pop, pop, pop' sound that it made. I've heard shots around here before so you get to recognize the sound." According to Fryst almost a dozen people, including four to five children, lived in the home where the shooting occurred. "I've never seen any trouble over there before, no violence," Fryst said. This is the second killing of a youngster in Detroit within the last three weeks. Twelve-year-old Kadejah Davis was shot to death on Jan. 31 when a gunman fired through the front door of the home in which she was living with her mother. Police arrested Joshua Brown, 19, and his mother, Heather Brown, in the incident. According to police, Joshua Brown came to the home of Kadejah's mother, Amanda Talton, on Ferguson Street and demanded the return of a cellphone Talton had found earlier at her tax preparer's office. Police said he fired shots through the door after Talton told him she didn't have the phone and closed the door. Brown has been charged with first-degree murder, assault with intent to murder and felony firearm. His mother, Heather, has been charged with accessory after the fact. Godbee has recently unveiled initiatives aimed at stemming the violence. Last week a three-judge panel of the First Circuit Appeals Court in Boston ruled that the family of one of those murder victims, Louis Litif, who was murdered by Boston organized crime boss James “Whitey” Bulger in 1980, was entitled to government compensation of $1.15 million. Litif, a bookmaker facing murder charges, offered to help the Boston police with a drug conspiracy case against Bulger, who was already secretly informing on the rival Patriarca crime family to the FBI. About three weeks after his offer, Litif was found dead in the trunk of his car. The First Circuit concluded that “there was a pattern of FBI leaks of informants to Bulger,” mainly by Bulger’s FBI handler, John Connolly, who “was present when Litif’s plans to cooperate and incriminate Bulger were made known to the Boston Police, …[and who] leaked the names of between six and twelve informants to” Bulger, at least three of whom, including Litif, were later found dead. In a similar case last year, the First Circuit ruled that the families of Bulger murder victims Michael Donahue and Brian Halloran could not sue the government for their deaths, because even though FBI leaks led to their murders, the two-year statute of limitations on lawsuits against the government had run out. The difference was the large amount of publicly available information linking the FBI to the Donahue and Halloran murders, compared to the lack of such information in the Litif case. Former FBI agent Connolly is currently in prison, convicted of racketeering and obstruction of justice in 2002, and of second degree murder in 2008, although his wife runs a website maintaining his innocence. Bulger, who went on the lam in December 1994 and spent 12 years on the FBI’s “Ten Most Wanted” list, was captured on June 22, 2011, and is facing charges for 19 murders.

Two men have been arrested after five people were injured during a shooting in Homerton High Street early yesterday morning (Sunday). One of the suspects arrested was also shot in the incident, which happened at about 5.40am. Police and ambulances rushed to the scene following reports of gunfire, but no one was there. Homerton High Street was closed both ways between Ponsford Street and Digby Road for several hours while officers from Trident investigated. Later that day, four men – two aged 25, a 45-year-old and a 27-year-old – turned up at an east London hospital, while a 21-year-old man arrived at another hospital seeking treatment. The four men remain in hospital where their injuries are still being assessed. “For at least three of them, the injuries are not thought to be serious,” a police spokesman said. Detectives are keeping “an open mind” regarding the motive, he added. The 21-year-old was later discharged from hospital, and was arrested on suspicion of grievous bodily harm and possession of a firearm. Another man, aged 20, was also arrested on suspicion of the same offences. Both were bailed to return to an east London police station on April 3, pending further inquiries.

Tehran court began hearing the trial of 32 defendants on Saturday in a $2.6 billion bank fraud case described as the biggest financial swindle in the country’s history, state television reported. Abbas Jafari Dowlatabadi, read the text of the indictment against the suspects, who wore prison uniforms at the opening session at the Revolutionary Court, which deals with cases involving security and organized crime. The charges involve the use of forged documents to get credit at one of Iran’s top financial institutions to purchase assets, including state-owned companies. Iran’s judiciary has banned the news media from identifying the defendants by their full names. The primary defendant is referred to in reports by his nickname, Amir Mansour Aria, and he is described in the Iranian news media as the head of a business empire. The state television Web site quoted the indictment as saying the owners of the Aria Investment Development Company used “incorrect connections with executive and political elements” to accrue wealth. “Dozens of instances of bribe payments to staff and managers of banks have taken place under various titles,” it said. The indictment also said that company managers undermined the country’s economic security through fraud and by paying large bribes to illegally accumulate several billion dollars. State television said the top defendant has been charged with being “corrupt on earth,” an Iranian legal term meaning that the defendant is an enemy of God. The charge carries the death penalty. In the metropolitan area of prosperous and industrial Monterrey, two police were among those slain in the early morning hours in a clash with unidentified assailants. “There was a chase situation. A car with four men in it went up alongside the police patrol car and opened fire,” a source with the state investigating unit told AFP. After a car chase the two police and another victim were slain in Apodaca, officials said. In troubled Ciudad Juarez, in the northern state of Chihuahua on the US border, prosecutors said two men were shot in the head and had signs of torture. In the south of the state, in the town of Parral, three bodies were found along a highway with a sign authorities said appeared to refer to ongoing clashes among rival drug gangs. In the state capital Chihuahua, two people were shot dead by gunmen in a vehicle as the victims stood watch near a hospital. And in the town of Ecapatec, in Mexico state, four men were gunned down in the early morning hours by a group of unidentified gunmen. Some 50,000 people have died in suspected drug violence since President Felipe Calderon began a military crackdown on organized crime in December 2006, according to media counts and official figures.

Eight homicides earlier this week in the central Mexican state of Guanajuato stem from a turf battle between rival drug cartels, officials said, noting that one of the gangs claimed responsibility for the slayings by leaving threatening messages next to five of the bodies. All of the victims were killed with firearms under very similar circumstances, state Attorney General Carlos Zamarripa Aguirre said. The most recent slaying occurred Thursday in the city of Acambaro, where a message was discovered that is “practically identical to the others that were found,” Zamarripa said. According to the state Attorney General’s Office, three people were killed in the municipality of Apaseo el Alto and one each in the cities of Celaya, Cortazar, Villagran, Acambaro and Salvatierra. Investigators found signs apparently signed by the Los Caballeros Templarios drug cartel at the crime scenes in Apaseo el Alto, Celaya and Villagran, officials said. The murders come approximately a month before Pope Benedict XVI is scheduled to visit Guanajuato and a week after the discovery of 18 “drug messages” signed by Los Caballeros Templarios that ordered a rival gang to leave the state and avoid “generating violence” during the pontiff’s stay. Los Caballeros Templarios warned the Nueva Generacion cartel that “confrontations will be inevitable” and told its rivals to leave Guanajuato in peace. Neither gang, however, is based in that state, which has largely been spared the drug-related violence that has ravaged other parts of Mexico. The pope is scheduled to stay at the Colegio Miraflores in the Guanajuato city of Leon during his visit to Mexico. Benedict XVI will celebrate an open-air Mass in the morning on March 25 at the city of Silao’s Guanajuato Bicentenario Park, an outdoor venue that it is expected will accommodate about 750,000 people, who will need a ticket to enter, officials said. However, sources say that he ignored gardai and publicly boasted about getting revenge for his brother's death. This is thought to have led his killers to adopt a "let's get him first" approach. Graham was 34 when he was shot dead by slain crimelord Eamon 'The Don' Dunne's gang in January 2009. Alan was in jail at the time after he had a falling out with his former close associate Dunne who had suspected that he was trying to murder him. He was only released last October having served five and a half years for having €200,000 worth of heroin. Sources say that despite the warnings he made himself an easy target for a gunman by drinking in the same pub for 14 hours. Gardai are anxious to apprehend the hitman who could also be responsible for other gangland assaults in the city. 'Farmer' Martin was a known criminal believed to have been involved in over a dozen bank robberies in the late 1980s and 1990s. The "IRA" gang referred to in a British murder trial last week as running the drugs trade in Liverpool is almost certainly a mixture of local gangsters and their Dublin and Limerick-based associates, gardai believe. The mention of the gang came in the murder trial of Thomas Haigh, 26, who was convicted last week of the double murder of two men referred to as gangland "enforcers", David Griffiths, 35, and Brett Flournoy, 31. Both men were shot dead, their bodies burned in a car and then buried on a remote Cornwall farm in June of last year. The court heard that Haigh was a low-level member of a Liverpool drugs gang. He said he had been forced to carry out a drugs run to South America and to oversee the cultivation of cannabis plants at the farm in Cornwall to pay off a €40,000 debt to the gang which he insisted, in statements to police, was run by the IRA. When the two enforcers came to the farm there was a confrontation and Haigh shot the two dead and buried their bodies. He was convicted by a jury at Truro Crown Court last Tuesday and sentenced to life imprisonment with a minimum term of 35 years. In the UK a minimum term is the set time a prisoner must serve before he or she is eligible for parole. Garda sources last week said there has never been any evidence of an organisational link between the IRA and drugs criminals in the UK, but they are aware that former IRA members, including members of one well known family with both IRA and criminal links in south inner Dublin, has links to organised crime and drug dealers in Liverpool and the Midlands of Britain. These links, gardai say, go back for at least two decades and one of Liverpool's biggest drug dealers also was a close associate and bought drugs off John Gilligan and his gang. After Gilligan's gang was broken up during the investigation into the murder of Veronica Guerin in 1996 these links continued. Gardai know there were strong links developed by the major Dublin and Liverpool gangs as they rubbed shoulders in Costa del Sol holiday resorts where they owned villas. Liverpool, Dublin, Limerick and even Belfast-based ex-loyalists all became interlinked as they shared drug trafficking operations. Over the past two decades there have been persistent disputes and dozens of murders in the UK, Spain and Holland -- the centre of drug trafficking in Europe. Gardai said the most likely figures that Thomas Haigh was referring to as the "IRA" in Liverpool are members and associates of a south Dublin family-centred gang with close links to the criminal "Fat" Freddie Thompson. This family and their close associates are central to the drugs supply in Dublin and have well-established links with UK criminals. Ironically, gardai point out, the same IRA and Sinn Fein figures were closely involved in the anti-drugs movement known as "Concerned Parents Against Drugs" which was active in Dublin in the Eighties, picketing the homes of heroin dealers and carrying out vigilante attacks. During the Nineties this IRA group eventually became involved in extorting money from certain drug traffickers and then became centrally involved in drug trafficking. One of their associated former IRA families from Ballyfermot in Dublin became one of the biggest suppliers of heroin in the State, at one stage using private jets to import large quantities of pure heroin supplied by Dutch-based Eastern European traffickers. The major Irish drugs cartel in Spain, broken up by joint Spanish and European police action in the summer of 2010 also had strong links to Liverpool and London gangs. Gardai believe that the "IRA" associates of the Liverpool gang, referred to in the Haigh trial, are almost certainly the "ordinary" Dublin traffickers and their associates who were formerly in the IRA but who have continued "trading" on the IRA name in order to scare opponents. On Friday convicted drug dealer John Gilligan was given a further six-month sentence by the Special Criminal Court after he pleaded guilty to possession of a mobile phone at Portlaoise District Court in 2010.

Pair Of Late Night Shootings In Coachella Valley

Two shootings happened within minutes of each other in the Coachella Valley Saturday night. The first, a drive-by in a Cathedral City neighborhood, according to police. It happened around 8:30 P.M. near the intersection of Shifting Sands and Ortega. A vehicle pulled up along side a car and someone inside the first vehicle opened fire, hitting a man inside the car, said officers on scene. The suspect vehicle then took off before officers arrived on scene. Emergency crews took the victim to the hospital, but there is no word yet on his condition. Investigators have not provided a suspect description, nor have they provided any information on the suspect's vehicle. The second shooting also happened around 8:30 P.M., this one in Coachella. Two men shot at a home on the 1600 block of 6th Street, according to the Riverside County Sheriff's Department. Deputies arrested the suspects, but are not releasing their names. From the late 1980s through 2010, Trucchio and his associates oversaw the Gambino family's narcotics distribution network, which was based in Queens, New York, the Justice Department reported. "Numerous drug suppliers, wholesalers and street dealers operated under the authority and protection of the Gambino family, in exchange for paying the family a portion of their profits," it said in a statement. Drugs they distributed included cocaine, marijuana, ecstasy and the narcotic pain killer, Vicodin. The accused men's other illegal activities included extorting payments from business owners and strip clubs, stabbing one person and hitting another with a car while trying to collect a debt and operating illegal gambling enterprises. Law enforcement will not stand by while our neighborhoods are put at risk.” In 2009, Nguyen was finally arrested as the leader of a criminal enterprise, and specifically in connection with the 2007 murder of his “right hand man” in the gang, Hoang Van Nguyen. Quy Dinh Nguyen, the hit man he hired, Jerry Thomas, and the go-between, Le Nhu Le, all pleaded guilty in King County Superior Court just as the trial was getting underway. The murder was prompted by a feud within the gang. The violence was a way of life for Quy Dinh Nguyen. As prosecutors wrote in their sentencing memo, “Quy Nguyen himself has admitted to engaging in a long-term pattern of violence that was designed to maintain the profitability of his marijuana and gambling enterprises.” Le Nhu Le was also sentenced today for his role in the murder and drug enterprise. He was sentenced to five years in prison and three years of supervised release. The sentence will run concurrent with LE’s five year sentence in King County Superior Court. A third defendant Kristine Nguyen was previously convicted and sentenced for conspiracy to engage in money laundering. The case was investigated by a state and federal task force of law enforcement officers including agents and officers of the FBI, Drug Enforcement Administration (DEA), the Internal Revenue Service Criminal Investigations (IRS-CI), Seattle Police Department, and Tukwila Police Department. The case was prosecuted by Assistant United States Attorney Todd Greenberg, and Senior Deputy King County Prosecutor Roger Davidheiser.

M. Krishna and his Italian counterpart. Rome wanted the three to be permitted to go in return for a joint investigation into the incident. But in the conversation late in the evening, Mr. Krishna turned down the offer an hour after Kerala Chief Minister Ooomen Chandy sought the Central assistance to persuade the captain and the two security personnel to give themselves up. Mr. Chandy said his government was left with no option but to arrest the Italians after receiving advice on the issue from the State's Attorney- General, said government sources here. Mr. Krishna and the Indian Ambassador in Rome told the Italians that this was not a diplomatic row that could end with discussions. The question was that those responsible for killing two Indians must submit to the law of the land. The call from the Italian Foreign Minister capped a hectic day of activity in Rome, where the Indian Ambassador was offered options such as the despatch of a multi-Ministerial team to Kochi and a high-level investigation of the incident.

Forty children held in adult detention centres while seeking asylum are understood to have received a share of £1m compensation from the Home Office. The children, thought to have been as young as 14, began legal proceedings in 2005 for being "wrongfully detained". Previously, immigration officers could refuse to accept a person's claim to be under 18, if they suspected otherwise, and deal with them as an adult. The government has since accepted its policy was unlawful, and changed it. The compensation, plus a further £1m in costs, was paid to a number of boys and girls from countries including Afghanistan, Iran, Somalia and China, reports the Guardian newspaper. The payments were made in 2009 and 2010 but have only just come to light. The children had launched judicial review proceedings of the Home Office's policy in 2005. Mark Scott, of Bhatt Murphy Solicitors, who represented the children in their judicial review proceedings, said: "It is obvious that vulnerable children who have done nothing other than to seek help should not be locked up by the State." A gang who smuggled heroin and cocaine into the UK hidden in a lorry have been jailed for a total of 31 years. Carl Robinson, 30, and Graham Miller, 38, both of Skelmersdale, were tracked bringing the drugs from Dover to Lancashire in August last year. They were arrested after meeting Ian Adderley, 46, of Kirkby, in Skelmersdale. All three pleaded guilty to conspiracy to import and supply Class A drugs at an earlier hearing. They were arrested in dawn raids on 12 August after a major surveillance operation carried out by officers from the North West Regional Organised Crime Unit, Titan. Officers also seized the class A drugs which had an estimated street value of more than £1m. 'Ill-gotten gains' Robinson, who also pleaded guilty to affray in connection with an incident at a pub in Skelmersdale on 6 August, was sentenced to nine years and nine months in prison. Adderley, who also admitted cannabis production was sentenced to 12 years, and Miller to nine years and six months in jail. Speaking after the trial, Det Supt Jason Hudson, head of operations for Titan, said it would do all it could to end the mens' criminal enterprise. "Titan is here to dismantle and disrupt the organised crime groups causing the greatest levels of harm to the North West," he said. "This group clearly fit that category and we are committed to not only arresting and bringing those people to justice but also financially ruining them, to ensure that all the financial gain that they have managed to achieve through their ill-gotten gains can be taken off them."

By the end of the six-year conflict, the fakes were so rife they were not accepted in mainland Europe, papers released from the National Archives showed. Nazi Germany began forging British notes in 1940 in preparation for the planned invasion of Britain, according to a report drawn up in August 1945 by Sir Edward Reid of MI5, the domestic security and counter-intelligence service. A captured German agent said the plan was to scatter the notes by air over Britain during an invasion "in order to create loss of confidence and general confusion". Although the invasion plan was abandoned after the Battle of Britain, when the Luftwaffe failed to gain aerial supremacy over the Royal Air Force, the Nazi forgers carried on churning out the fake notes. "What they subsequently produced was a type of forgery so skilful that it is impossible for anyone other than a specially trained expert to detect the difference between them and genuine notes," Reid reported. The forgers produced counterfeit sterling with a face value of £134 million -- the equivalent of 10 percent of all sterling in circulation. The fakes were circulated in neutral Spain and Portugal, to raise money while simultaneously damaging confidence in sterling, and also began turning up in Egypt. The practice backfired when it turned out that German agents being sent to Britain had been issued with the fake notes, quickly alerting the authorities to their presence. Reid reported that one department of the German secret service would be selling the forged notes in Lisbon, and another department buying them in the belief that they were genuine. Few of the notes reached Britain before the Allied invasion of France in 1944, when they began turning up in large numbers, mainly due to the activities of Allied troops. "It turned out that what was common was the selling of army stores on the French black market and the using of the francs so received to buy British notes to send or smuggle home," Reid wrote. "A good deal of undesirable activity took place in this way, and although British troops undoubtedly did their share, it appears that American and Polish troops were both more active and more adept in this line." Italian anti-mafia prosecutors said they seized a record $6 trillion of allegedly fake U.S. Treasury bonds, an amount that’s almost half of the U.S.’s public debt. The bonds were found hidden in makeshift compartments of three safety deposit boxes in Zurich, the prosecutors from the southern city of Potenza said in an e-mailed statement. The Italian authorities arrested eight people in connection with the probe, dubbed “Operation Vulcanica,” the prosecutors said. The U.S. embassy in Rome has examined the securities dated 1934, which had a nominal value of $1 billion apiece, they said in the statement. “Thanks to Italian authorities for the seizure of fictitious bonds for $6 trillion,” the embassy said in a message on Twitter. The financial fraud uncovered by the Italian prosecutors in Potenza includes two checks issued through HSBC Holdings Plc (HSBA) in London for 205,000 pounds ($325,000), checks that weren’t backed by available funds, the prosecutors said. As part of the probe, fake bonds for $2 billion were also seized in Rome. Rupert Murdoch's News Corporation is still facing the threat of legal action from its own journalists despite the mogul's attempt to rally the troops at his News International UK newspaper group. The National Union of Journalists was on Friday determined to pursue a potential human rights challenge to the News Corp unit that is disclosing journalists' confidential sources to the police. One NUJ insider said that legal discussions with two leading QCs, John Hendy and Geoffrey Robertson, were ongoing and that they were examining the possibility of a group legal action against News Corp's management and standards committee. On Friday afternoon Murdoch toured the Sun's Wapping newsroom in east London in an attempt to quell the disquiet among some of his most senior journalists. The chairman and chief executive of News Corp, News International's US parent company, immediately lifted spirits when he pledged his "unwavering" commitment to the Sun and announced the launch of the Sun on Sunday "very soon". However, Murdoch also stood by News Corp's MSC, saying the unit would continue to "turn over every piece of evidence we find". They have all been branded by police as underworld figures with links to organised crime. Yesterday, community safety MEC Dan Plato said he was concerned about these developments. "I am worried about the fact that so many high-profile underworld figures are involved in Cape Town. I am worried about the number of foreign nationals involved in organised crime in Cape Town. "My question is: why are all these foreign people heading for Cape Town, doing their business in Cape Town and finding Cape Town so cosy and appropriate?" Plato said new names of underworld figures were daily being added to the list "known to us". The latest high-profile case involves local businessmen Mark Lifman and André Naudé, who both allegedly ran Specialised Protection Services, providing security to Cape Town nightclubs, without the necessary permits. On Friday, Naudé, the company's CEO, was released on R1000 bail after handing himself over to police. A warrant of arrest has been issued against Lifman, who is in China on business. Charges against 13 of the company's bouncers, including Taleb, were dropped last week. Yesterday, Russol appeared in court accused of extorting R600000 and a Porsche Cayenne from businesses in and around Cape Town. His bail application was postponed to tomorrow. Next month, Gavric is set to appear in court on two cases. He is accused of fraudulently entering South Africa in 2007 and is also facing extradition to Serbia, where he has to serve a 35-year jail sentence for three murders. The Serb was driving Cyril Beeka when Beeka was killed in a drive-by shooting last year. Beeka, too, has been branded an underworld figure. He said: "We heard through the grapevine that [some] underground figures are also responsible for drug trafficking. "We're dealing with high-profile, professional and sophisticated gang and drug bosses and we need people to outplay them. I do not believe the SAPS in its current format is in that position," he said. Plato said this was a clear indication that specialised police units should be reinstated. Plato said he had met Lifman and businessman Jerome Booysen, who have both been linked to the underworld. Booysen has been fingered in court as a possible suspect in the Beeka murder. He has also been linked to Specialised Protection Services and suspected of being a leader of the Sexy Boys gang. Both men, Plato said, wanted to clear their names and insisted they were not involved in crime. He admitted that he had been criticised for meeting the two, but said it was the right thing to do. "Many are saying: 'Don't speak to gangsters.' My take is, if we are not going to start speaking to these people, who is going to talk to them? Who is going to change their mindsets? THIS is gangster 'Fat' Freddie Thompson's girlfriend posing for photographs at a fundraiser for suicide awareness last week. Vicky Dempsey (31) has been dating 'Fat' Freddie since they were teenagers and has stayed loyal to the notorious criminal through thick and thin.

The pretty blonde - who has an 11-year-old son with Thompson - recently turned up in court for her partner's extradition hearing. But last weekend, the mum-of-one was part of a group who camped out near the Guinness Hopstore in Dublin to raise cash for suicide charity. The fundraiser was arranged after a "spate" of suicides among young people in the south-inner city.

In August 2008,Vicky's brother, Les, tragically took his own life just days before his 26th birthday at a house in Clondalkin, west Dublin. Les was an associate of 'Fat' Freddie's but was not regarded as a serious or violent criminal by cops. A source told the Sunday World that her brother's death has had a "terrible impact" on Vicky.

"They were very close and she took it very hard. Les was a very well liked guy, he wasn't a hard man or anything like that.

"She does a lot for suicide awareness charities since and arranges a fundraising ball in his honour every year."

Vicky's other brother, Karl, is one of Thompson's key associates. In 2000, Karl was jailed for five years after he was caught with
€63,000 of heroin. The Criminal Assets Bureau (CAB) also ordered him to cough up €424,987 following an investigation in 2002. Writing on the tribute website, Vicky recently posted a heartbreaking tribute to Les.

She wrote: "I've one son Brad and a partner Frederick.

"Les is Brad's godfather and is sorely missed by every single one of us. life is just never gonna be the same without my lovely brother."

Gardai believe 'Fat' Freddie is the leader of one of the two gangs locked in the bloody Crumlin/Drimnagh feud. Last year, he was extradited following a request by Spanish police investigating godfather Christy Kinahan's drugs ring. Thompson is suspected of sourcing shipments of drugs and weapons from Kinahan and arranging for them to be smuggled into Ireland.

Last weekend, Vicky was also joined by the family and friends of another well-known southinner city criminal at the 24-hour camp out.
Last March, Bernard 'Gack' Lee took his own life just days before he was due to be sentenced for heroin dealing. In March 2008, Lee (28) had sold a large quantity of heroin to undercover gardai who were monitoring his activities.
