J.W. Carter Jr., 48, of Washington, was arrested December 11 by Washington Police and charged with driving under the influence of alcohol; possession of marijuana; driving with an open container of alcohol; driving on a revoked license; fleeing or attempting to elude a police officer,and two traffic violations. He was held on $6,464 bond.
